    Chief Kenneth Riggsby

    Chief Riggsby is a 30-year veteran of the fire service.

    Fire Service Career
    Chief Riggsby started his career at Xenia Township Fire Department. After 2 years of being a volunteer firefighter, he began his tenure with the Xenia Fire Division. Chief Riggsby has served the City of Xenia for over 28 years.

    He has held the positions of Firefighter/Paramedic, Lieutenant, Captain, and Deputy Fire Chief prior to being appointed Fire Chief in September 2011.

    In addition to his duties as Fire Chief, he is a systems administrator for the records management system and computer aided dispatch for Greene County. He has been trained in the management of the system that we currently utilize and conducts fire training for our dispatchers along with maintaining response areas and trucks in the CAD. Chief Riggsby has also completed numerous courses at the National Fire Academy.

    Personal Life
    Chief Riggsby resides in Xenia with his wife Cheryl. They have 2 children and 2 granddaughters.

    Deputy Chief Joe Mullikin

    Fire Service Career
    Deputy Chief Mullikin has 20+ years experience in firefighting and pre-hospital emergency care, including approximately 4 years as a volunteer and over 17 years full time. He has diversified experience in fire suppression, emergency medical services, fire inspections, and public education. Chief Mullikin is a certified paramedic, paramedic instructor, and a fire safety inspector.

    Deputy Chief Mullikin has trained with the Region Three Strike team in trench rescue and structural collapse. Deputy Chief Mullikin is also trained in incident management, ICS 100, 200, 300, 400, 700, and has completed several courses at the Ohio Fire Academy. Deputy Chief Mullikin is a member of the International Association of Fire Chiefs. 

    Personal Life
    Deputy Chief Mullikin is a lifelong resident of the Xenia Community. He resides in Xenia Township with his wife Judy and 3 boys.

  3. Gary Fannin


    Fire Service Career
    Captain Kinley has been employed with the City of Xenia since 1992. He was promoted to Captain on November 1, 2009, after serving 7 years as a Fire Lieutenant.

    Captain Kinley is responsible for the delivery of Emergency Medical Services to our Citizens and Visitors. Captain Kinley came to the Xenia Fire Division after serving in the United States Air Force as a Crash Fire Rescue Specialist. Captain Kinley is the Past President of the Greater Miami Valley EMS Council serving EMS Agencies and Providers in 12 Counties. He has been involved in the Development of the State of Ohio Trauma System and served as an Original Trauma Committee member. He has also been instrumental in the development of the Regional Cardiac Alert Program with the help of Roger Pacholka, the Fire Division Medical Director.

    Captain Kinley has attended the National Fire Academy on 5 occasions and continues to finish the requirements for his Bachelor's Degree in Public Administration.

    Jason currently resides in Fairborn with his wife and 2 children.

  4. Capt. Brian Brennaman

    Fire Service Career
    Captain Brennaman began working for the Xenia Fire Division in 1991. He was promoted to Lieutenant in 2003 and to Captain in 2012.

    Captain Brennaman is assigned to "C" shift and is currently in charge of fire prevention and administrative services. Captain Brennaman has earned an Associate Degree in Fire/EMS Management, a Bachelor Degree in Organizational Management, a Masters Degree in Public Administration, and a Juris Doctorate degree. Captain Brennaman's skills and expertise are in Fire Suppression Systems, Code Enforcement, Labor Relations, Rescue, and Incident Management.

    Captain Brennaman is a member of the International Association of Firefighters, Ohio Association of Professional Firefighters, Ohio Bar Association, Greene County Bar Association, and Dayton Bar Association. Captain Brennaman is also an Adjunct Instructor for Park University.

  5. Fire Inspector Mike Blakesly

    Fire Service Career
    Fire Inspector Blakesly is a 39-year veteran of the fire service (10 years as a volunteer).

    Blakesly started his career at Butler Township Fire Department. He comes to Xenia as a part-time fire inspector after retiring from Butler Township as a Captain and former Fire Marshal. Inspector Blakesly has been certified as Fire Fighter / Paramedic / Fire Safety Inspector / CE instructor and was additionally trained as a Fire Safety Educator. He also has extensive experience in Fire Investigation. Mike has an Associate's degree in Fire Science Administration.

    He is married and has 2 daughters.
