Kenneth E. Riggsby, Fire Chief
Chief Riggsby is a 30-year veteran of the fire service. Chief Riggsby started his career at Xenia Township Fire Department. After two years of being a volunteer firefighter, he began his tenure with the Xenia Fire Division. Chief Riggsby has served the City of Xenia for over 28 years. He has held the positions of Firefighter/Paramedic, Lieutenant, Captain, and Deputy Fire Chief prior to being appointed Fire Chief in September 2011. In addition to his duties as Fire Chief, he is a systems administrator for the records management system and computer aided dispatch for Greene County. He has been trained in the management of the system that we currently utilize and conducts fire training for our dispatchers along with maintaining response areas and trucks in the CAD. Chief Riggsby has also completed numerous courses at the National Fire Academy.
Keith Giffin, Captain
Captain Giffin has been employed with the City of Xenia for 27+ years; he has been a firefighter for more than 33 years. Captain Giffin is currently responsible for day-to-day operations and training of one of our three shifts, fire division equipment and facilities maintenance. Captain Giffin is a certified Firefighter/Paramedic, Fire Instructor, Fire Inspector, a member of the Regional Hazardous materials Response Team, and trained in fire investigation and Incident Command procedures. Captain Giffin has an Associates Degree in EMS and Fire Administration from Sinclair Community College, graduated from the first Ohio Fire Chief's Leadership Academy and Ohio Fire Executive Program, attended several classes at the National Fire Academy. Captain Giffin previously held the position of Interim Fire Chief, Assistant Chief, Administrative Captain, Lieutenant and Firefighter/Paramedic. Captain Giffin is a member of the International Association of Firefighters, Ohio Professional Firefighters Association, and the Ohio Fire Chiefs Association. He resides in Xenia with his wife Jeannine. His son Matthew is following in his father footsteps as a Firefighter, he is employed at Wright-Patterson Air Force Base Fire Department.
Douglas Cope, Captain
Captain Cope is a 24-year veteran of the fire service, with 20 of those as a career firefighter/paramedic with the City of Xenia Fire Division. A lifelong Xenia resident and graduate of Xenia High School, Doug is a third generation firefighter with the City of Xenia Fire Division, preceded by his Father Kenneth Cope, and his Grandfather Carl Cope. Captain Cope serves as the platoon commander for "B" shift. A fire and rescue instructor he is responsible for coordinating the Fire Divisions continuing education requirements as firefighters. Captain Cope is a member of the Ohio Homeland Security Region 3 Urban Search & Rescue Strike Team, serving as the Greene County coordinator. Captain Cope is also a Task Force Leader for Ohio Task Force One, one of DHS/FEMA's 28 National Urban Search & Rescue Teams. As a member of Ohio Task Force One Captain Cope has responded to a variety of disaster incidents including the 9/11 terrorist attack on the World Trade Center, the Columbia Space Shuttle Recovery, and Hurricanes Isabel, Ivan, Katrina, Gustav, Hanna & Ike. Captain Cope is a member of the International Association of Fire Fighters, the Ohio Fire Chiefs Association, Fraternal Order of Leatherhead Society, and the International Society of Fire Service Instructors. Captain Cope resides in the Xenia area with his wife and son.
Jason Kinley, Captain
Captain Kinley has been employed with the City of Xenia since 1992. He was promoted to Captain on November 1, 2009, after serving 7 years as a Fire Lieutenant. Captain Kinley is responsible for the delivery of Emergency Medical Services to our Citizens and Visitors. Captain Kinley came to the Xenia Fire Division after serving in the United States Air Force as a Crash Fire Rescue Specialist. Captain Kinley is the Past President of the Greater Miami Valley EMS Council serving EMS Agencies and Providers in 12 Counties. He has been involved in the Development of the State of Ohio Trauma System and served as an Original Trauma Committee member. He has also been instrumental in the development of the Regional Cardiac Alert Program with the help of Roger Pacholka, the Fire Division Medical Director. Captain Kinley has attended the National Fire Academy on 5 occasions and continues to finish the requirements for his Bachelor's Degree in Public Administration. Jason currently resides in Fairborn with his wife and 2 children.
